Go with the high speed, the birds will get dizzy watching it.

The list of material I know is,

scrap steel for base and stake
windshield washer motor
2- 6 foot pieces of conduit(for arms)
2- 2 to 3 foot of 1/4 inch steel rod(for end of arms)
40 to 50 foot of wire( to run from the machine to the battery by your blind.
Speed control switch(not sure where my buddy ordered it but it was off the internet somewhere)
A mig or flux core welder for easy welding of the steel.
cheap spray paint
a 1 inch bolt to hold the spinning plate to the windshield washer motor.

We built a few to using the same motors, motors are $15 bucks and maybe have about the same in steel material. We built 6 of them.

( However I am very interested in the Speed control switch you guys used as this is the only part I do not have yet. The one that you have looks like it works like a charm. What kind is it and where did you guys get it? Any help with a direct link to the site or place of purchase would be sweet. Thanks in advance man. )
